Abstract:
In Palestine almost all services and transactions offered by the government, public institutions or the private sector require the beneficiary to present a valid ID. A major percentage of the Palestinian population is located outside Palestine with no national number or national ID which deprives them from many services offered by institutions in Palestine. In this paper we focus on the land administration sector which offers registration of owners and reflects all ownership changes on land certificates. Some new owners have a Palestinian IDs, issued only for Palestinian residents who live in the west bank and Gaza. The remaining owners are recorded without their Palestinian id. The concept of an electronic citizen (e-Citizen) is proposed as a feasible solution for the previously stated problem that the Palestinian government should provide services to those with no Palestinian id and are considered legal landowners, where landowners are given an electronic identity (e-Identity) rather than a physical one.
